How do you import a player or a team from another league?

Could you be a little more specific as to what you're trying to do. What do you mean specifically by importing a player from another team or league?

Let's say I built a great team in 2012 and want to see how well the team plays against the 2001 teams. Can I import my team against 2001 teams. Or I want to import Sandy Koufax onto the 2008 Dodgers.

Import a Historical player-
-League free agents page
-Import historical player button
-Navigate to C:\Users\owner\Documents\Out of the Park Developments\OOTP Baseball 9\stats\Master.csv and click on it
-Enter the player ID which is found in the same folder outside of the game, C:\Users\owner\Documents\Out of the Park Developments\OOTP Baseball 9\stats\masters.csv open this file to find your player and his ID
-Enter the year you want the player imported from ie. Sandy Koufax 1957
-Select Import player

Import Historical team-
-Game setup\League setup
-Edit League Structure
-Import Hist. Team
-Select the Teams.csv from that same folder which you found the Master.csv
-Confirm, select team, enter year of team
-Import team
