"Prevent any AI roster changes"?

I noticed when I started a new Major League game, when I go into the "options and ballpark" for each team, there is a checkmark next to "prevent any AI roster changes." What does this mean? Does it mean the computer will not change their rosters? If so, this should be unchecked for every team except my own shouldn't it?

This has been acknowledged as a problem in patch 1 for the quickstart, you can go to the Game Setup then League Setup then the functions tab and click Set all teams to allow AI roster changes instead of going team-by-team. Make sure your own team maintains the settings you desire after doing this.
