When do historical players get imported into the league?

Hi, do historical players get imported the first year they appeared in the majors in real life, or when their 17 or 18? Is there a way to make it the latter?

or when their 17 or 18? Is there a way to make it the latter? = Look for a MOD that fits your needs over in the MOD forum or on one of the Mod sites.
