BZ 148/203: Face type selection not working as described

I realize there are a lot of issues out there more important than this, but I'd like to get it logged for a possible future patch.

There are 2 places that contain facegen ethnicity data, the ethnicities.txt and the nations.txt. According to the manual:

"The file nations.txt also includes facial type/ethnicity data. However, this is only used if no name set data is available in ethnicities.txt."

I assume this means if your ethnicities.txt file has a line like this:
1,Spanish,,,,,,
Then a player created with the Spanish name set would have to use the data in the nations.txt file to determine ethnicity. So if I have this line in the nations.txt file:
56,Dominican Republic,Dominican Republic,DOM,Dominican,4,4,1,100,0,0,0,0,0,0,900,0 ,0,0,100
Then I would expect 90% to be african, 10% hispanic.
Which is a really good design, but it doesn't work that way. If there's no data in the ethnicities.txt file (like the example above), every player created will be caucasian. The ethnicities data in the nations file is never used.

I've tested this pretty thoroughly. It's not a new issue, it was the same in OOTP2007, I'd just like to see it work the way the manual describes because it's a much more powerful customization tool.
