Settings for 1940's Universe

No Pepper and I are currently working on a Quickstart project focusing on baseball in the 1940's. This quickstart will feature No Pepper's excellent uniform sets, and includes the most notable baseball leagues from 1940. The goal of this quickstart is to capture not only historical fiction (hence the uniforms) but also realistic emulation of baseball from this period. We would like to capture the migration of players from certain leagues and certain levels of baseball realistically. In the quickstart (the rough universe thus far) is included the MLB, PCL, IL, AA, Eastern league and southern league (both as feeders for MLB), Mexican League, PR and Cuba Winter League, the NAL and the NNL. However, we need some help. Please throw out your suggestions, for this quickstart will eventually be released for the community:

1.) In my initial testing thus far, with all settings for all leagues set at 1940, game statistics seem pretty decent. However, for the Winter Leagues, the foreigner rate is much too high. What is a reasonable rate for Cuba and PR? 5-10%?

2.) What are some suggestions to get the Negro players to migrate to the Mexican and Winter Leagues?

3.) What can I do to differentiate the Negro leagues from the predom. white MLB? No Pepper and I have discussed ethnicity.txt settings, but unfortunately I do not have much knowledge in this category.

4.) What do you suggest for the amateur draft (rounds,etc) free agency, arbitration, and financials?

5.) Is there any way to only have black players in the Negro Leagues? How would I go about altering the ethnicity.txt file for this?

Please, recommend any suggestions, as I am testing extensively and will use all input. On behalf of myself and I'm sure No Pepper, thank you.


There are eventual plans on releasing templates and uniform sets for Japan/Asahi and adding the WWII dynamic to the game, with a Armed Forces League addition, amongst some other ideas we are currently throwing around. Your suggestions will be helpful as well.

I would suggest using Cephajames Ethnic Evolution data files to segregate leagues by ethnicity. The file is located at Padrefan's website:
