I can't scout abroad

I don't seem to be able to assign scouts to different countries in ootp8 (8.0.0.13). Has this option been removed in the new version of the game?

When you create a new game, did you select the option under Game Options -> Player Options entitled Create and maintain hidden players? Of note, the MLB Quickstart has this option disabled.
