noob question- hiring personnel

How do I actually hire personnel? They don't have the Action menu that players have. Thanks

Right-clicking (control-click for a one button mouse) on them should bring up an action menu. Note that if you've turned off coaches and scouts there won't be any way (or need) to hire them.

Don't forget also that you need to have position(s) open before you go to hire somebody.
