Could not Open Reports Directory

Setting up ONLINE OPTIONS:

OOTP sucessfully connects to server but cannot open the reports or exports folder. The folders are in place and the specified path is correct. The user specified has all premissions for all folders.

HELP!!!!!!!!! this is driving me crazy

btw; port specified is 21
