star ratings

I started playing my league in 2006 with real player rosters and I noticed that once I got to the 2011 season all the star ratings on all the teams except the one I currently am general manager of all the other teams is one star only, on my team the players ratings go from 1 star to 5 stars, is this possibly a bug? When I click on a certain person's screen even though they may show up having a rating of 1 star they may actually have more than one star, like 4 stars or 5 stars.

Do you have scouting enabled? If so, your view may be set to show star ratings for a scout who has only been scouting your team.
