Importing Catcher ability from Lahman

So, I was playing out my historical '98 season and I found that many solid defensive catchers like Ivan Rodriguez have only 14/14 arm and catcher ability. My question is: Where do their catcher ability ratings come from, and how are they imported?

Interestingly, Lahman-imported ability/arm ratings are much, much more correlated than in a fictional league.

Have you looked at where he ranks against all other catchers in the league? Is he near the top, middle bottom? Do the highest rated catchers seem random?
