AI Handling of Minor Leaguers, Ghost Players

First some background - I've got three Minor League Teams, AAA, AA and A, and also I'm using ghost players because my draft is only five rounds and there are not enough players to fill out all the rosters.

The problem is that when I "Ask AI to Set Up Complete Minor League System" under the "Action" tab it fills the AAA and AA rosters with 25 players and then what's left over is put in 'A'. It seems that in order to fill up the AAA and AA rosters it's taking players who should be in 'A' and I'm concerned that it will hurt the player's development. The odd thing is that on the computer controlled teams this is not happening. An example, you might have 8 players in AAA, 15 in AA and 18 in A.

Ok if you're the GM manually move said players to their perspective levels while checking the minors report to ensure yourself that they are playing at their proper levels.

If you're using scouts, they may in fact be the cause of this by their poor judgement. My rule of thumb is to always check the development and minors reports and adjust accordingly.

The computer controlled teams aren't seeing this problems as you've stated so as the GM you're going to have to step in regardless or yes it may hurt the players development if he's playing in a level that he's unprepared for.

That is a good way to get around it but I find still would prefer to let the AI run the Minors. I find it tedious to have to constantly move around Minor Leaguers.

Any how I found a way around the problem by lowering the amount of players allowed on the AAA and AA rosters to 18. For some reason it's now working properly. When the AAA roster allotment was 25 I would always have 25 players on the team but now that I lowered it to 18 the AI only put 10 players in AAA. Go figure!
