Carolina Nation mod

Hi, I am having some issues with a Nation and City mod. I want to use one nation in the Nations.txt (USA) and then in the cities.txt file, I only want cities from NC and SC.
I set this up based on the Every State as a Nation mod and stripped out the rows that I did not want. I tried it in OOYP 2007 and it would crash the game. The question I have is, do I need to change the Country # to 1 if I am only using one country, or should the default country # (206 I think) work fine?

Looks like a combination of using the updated States as Nations Mods and changing my nation number to 1 solved my problem.

I'm actually looking to do something similar. I want to create a league with just NC teams though.

Would it be possible for you to send me your nations.txt and cities.txt file?
