Facegen, ethnicity and the pre-integrated era

I've been trying to work on a fictional "parallel universe" league largely similar to real life, where the league is established in 1901 and integrates (gradually) in 1946. But I also want to concurrently run a fictional Negro League (from 1910-1950 or so), which will then be opened to free agency sometime in the late '40s.

I consulted the manual for the best way to gradually introduce different ethnicities into the main league through changing and re-importing the ethnicity.txt file, starting with a vast majority of players being Caucasian and then gradually changing the values. What I'm wondering is if there's a way to maintain this other league where the majority of players are American (with a few Cubans and Dominicans, et al rounding things out) but all have "African" as their facegen portrait. Would I have to create a separate nation?

I think that's your answer. I've considered the same issue with my Alaskan League, which is supposed to be composed principally of local players.

In that case:
1) How would cities be handled? I want this new "nation" to have the same cities the default United States do, but it looks like the cities.txt file might not allow for that.
2) If I want this "nation" to eventually stop producing players once I update the main league's integrated-era ethnicities, is that possible just by changing "Baseball Quality" to "non-existent"?
3) Would I be better off just ignoring FaceGen for the Negro League and only updating any players' appearance once they get to the majors?

Good questions. Not having tried this out myself yet, I'm not certain what the answers are. I would guess that there are workarounds where it comes to cities - you could probably edit the cities.txt file so that both "nations" have similar city names (perhaps "Philadelphia, PA" for the MLB nation and just "Philadelphia" for the Negro League nation?). The answer to your second question is probably "yes," but an easier solution might be to abolish the Negro League nation on integration. I don't know whether nations.txt can be successfully edited mid-game, though.
