Never get the option to move teams

I've searched, couldn't find what I was looking for, didn't see it in the manual.

I've got a fictional universe with five leagues, one of which is a minor league for another. The leagues all play short seasons, 36-60 games, starting at different times, all in the USA.

I want to move teams between leagues, but in the Edit League Structure screen, the option never comes up - the column where the "Move Team" buttons should be stays empty. Is this because the leagues start at different times? Is it a bug? Please advise.

You have to do this in the pre-season. Then those options should be visible.
