Basic League Transaction Questions

I had a question. I am the commish of my league. When an owner wants to sigh a FA, does he and I both have to sign him? Or is it enough that I sign him as long as I update the league file with his new player on his team? What about trading players? Do I have to trade them also before I import their files? I am kind of confused on teh whole thing.

The commish needs to make all of the actual moves where a player(s) is added to or taken from a roster. GM's can move players within their organization but not add or take away players.

Commish
Trades
Cuts
Free Agent signings

GM
Players to A, AA, AAA, majors, trading block or DL

well along those lines. can team owners move coaches around?
or does that have to be done by the commish also.

IE move AA coach to AAA...etc

I have not attempted this so not sure.

When in doubt have the commissioner do it. I *believe* that anyone can move a coach between your minor league teams...but am not totally sure.
