Unable to offer contracts to SOME free agents

I've started an Oriental universe in which there are nine leagues, three of which are affiliates. I am playing as GM of the Nippon Han Fighters, and IL level team in Japan. Of the six higher echelon leagues, five (including mine) are enabled to sign free agents from other leagues, and five allow their free agents to be signed away by other leagues.

The problem is that when I right click on players not on any team, the option to offer them a contract doesn't always appear. For non-Japanese players, it never does (and both the Korean and Taiwanese leagues allow their free agents to be signed away). For Japanese players, it does about half the time (all Japanese leagues allow their players to leave).

Does anyone have an idea why this is happening? More importantly, does anyone know how to make it stop?

This problem does not affect hiring coaches and scouts.

Curtis, I'll take a shot at this. I'm assuming that you have your "sign free agents settings" correctly and are observing them in your attempted signings.

Here's a thought. Each league has a nationality setting (Structure) and a foreign players limit (Rules). Are you trying to sign players from different countries to national leagues that prevent foreign players from exceeding a certain number per team?

There's also a foreigner percentage setting (Options) but I think that controls the nationality of new players created for drafts.

That's my only guess as well. You can't offer contracts to players still signed with other teams, but since you said you were only trying to offer them to unemployed players, that can't be it...

The Nippon League (mine) has a four foreign player maximum per team. I have no foreign players on my team (thanks, by the way. I should've mentioned this in my original post). Also, that shouldn't affect my ability to sign Japanese players.

I DO have the foreign percentage setting at zero. Maybe that has more effect than I thought. I'll try resetting it. Good thought.

Try it, but I think it does what Yankees said: controls the percentage of players not from the league's home country that are included in each amateur draft pool.

Since we aren't supplying you with any better ideas, though, it's worth a shot.
