How do you keep the game from making transactions when it starts up?

I assume you are talking about stopping the AI from making moves when you are setting up rosters. Go to Game setup and click on the league setup tab and on the bottom right there are two or three tabs to click one of them gives you the option of stopping all AI moves. Hope this helped
