Problem With League Totals

I started a universe starting in 1901 featuring MLB, one level of minors for MLB and 2 lower level independent leagues. I select for each league to automatically adjust for historical accuracy and I have the player creation modifiers set at .800 pretty much across the board for one independent league and .600 for the other.

My MLB numbers are fine. The two independent leagues are crazy, though. In 1901 with 8 teams playing a 150 game schedule there were 954 home runs. The next year there were 2 home runs hit. In 1903 there were 4,575 home runs hit. This is the same with my other independent league. I didn't adjust the league totals at all. As I said, I had it adjust automatically. So how are the numbers to completely unbelievable?

It's starting to really tick me off that I can't get this league to work right. It's a pretty simple setup. The first two times I had to start it over it was because of the stupid perpetual spring training bug that happens when you adjust the amount of games played for a league. Glad we don't have another patch coming.

Gibson swings, and a fly ball to deep right field! This is gonna be a home run! Unbelievable! A home run for Gibson! And the Dodgers have won the game, 5 to 4; I don't believe what I just saw! I don't believe what I just saw!

I was able to reproduce the first part of this post. The Home Run drop from Season 1 to Season 2 is very drastic. But I know why. It's because there is a bug that when you check the: "Adjust the league totals modifiers after each season for historical accuracy" option, it does not take effect until the second season.
