Don't tie data files to world templates

As it is, the nations.txt, cities.txt, and other data files that are in place when a world template is created are loaded back in when the template is loaded, even if different ones are actually installed at the time. So, if I make a template with the default set of files and later want to use the same template with, say, an alternate cities.txt file where I've fixed some things, I can't. I have to completely redo the whole template.

This makes templates very limiting. In the interest of making them more flexible, I think templates should not store this data, but should work from whatever the currently intalled data files are. It would mean not having to redo them from scratch whenever we want to change one thing.

You mean it doesn't work this way? Yeah, this is essential. Templates should be totally flexible like that...that's the point of them, no?

I can see why it was set up the way it is. After all, it allows you to recreate the league with one click once you call up the template. However, the sacrifice is way too high in the flexibility department, IMHO.
