Sounds like foreigner limits...
.. aren't working like they should be. The problem is detailed in this post.

That's not a bug. If you set the limit to 5 pitchers and 5 batters, the game thinks you're allowing 10 total, overriding the setting of 5 total. If you only want to allow 5 total foreigners, then set the top one and don't set the specific batter and pitcher counts, or else make sure they add up to = the first number.
