Sounds like foreigner limits...

.. aren't working like they should be. The problem is detailed in this post.

And the thing is that the game does not care of the number of foreigners limit, if you say 5 and 5 pitchers and 5 batters (for me it implies that you can have a maximum of 5 five foreigners of any kind), the game understands he can have as much as 5 pitchers AND 5 batters. Most teams now have 7-8 foreigners.

Plus it is the number of foreigners per team, not organization.

That's not a bug. If you set the limit to 5 pitchers and 5 batters, the game thinks you're allowing 10 total, overriding the setting of 5 total. If you only want to allow 5 total foreigners, then set the top one and don't set the specific batter and pitcher counts, or else make sure they add up to = the first number.

99%, based on two things.

1. I use roster limits for my Canadian league, and they work fine. No major league rosters have more than 5 foreign players.

2. 5+5=10. You're telling the game two different things, so it's taking the more specific of the two and applying it.
