Looking to start a 12-24 team fictional league (depending on interest) where one league is a spending league, and the other is a pennywise league (Yankees vs. Athletics in layman's terms). Here are the basic details:

The Expender League will feature teams with owners who will spend, spend, and spend.
Fan interest will never drop below 60, as fans like the idea that you are at least
trying to make a playoff run every season. 
Economical League (EL)
*Depending on Interest: 8-12 Teams
*Fictional Players/Teams
*No Designated Hitter
*Salary Cap: No more than 65 million
*Team Market: Average
*Fan Loyalty: 65 to start
*Local TV Deal: 18 million dollars
*National TV Deal: 15 million dollars
*20 million dollar cash cap
The Economical League consists of teams with owners who want you to be as successful
as you can, with as little money possible. They don't have the resources to pay the
best player in the league 20 million dollars, and often have to try and find diamonds
in the rough.
The Playoffs
Depending on league size, at least two teams from each league will make the playoffs,
with up to four teams making the playoffs in each league. In the championship series,
which is a best of nine, the Expender League will always have homefield advantage.
 Would anyone be interested in this type of league? We'd obviously need owners in each league, with the Expender League probably having more championship success, but with the Economical League having the challenge (hopefully one day succeeding) to beat the Expender league in the best of nine championship series (David v. Goliath type story). You'd pick your own logo/location/etc., as well.
