Problem with game download

I've been playing this game for years, and now with the holidays around I wanted to upload the 6.5a patch onto my parents computer which only have v6.0, so I downloaded the patch from the website, but when I click on the ootp65.exe file I get a message stating that the 'elicen40.dll was not found'. I'm not sure what this means. Also - the only files saved into the 6.5 folder are the ootp65.exe and the text file.

As an FYI - In my Out of the Park folder - I have 2 subfolders - one for v6 and one for v6.5a - the v6 folder is fine and I can access the game through there with no problem.

I'm assuming that I should be able to upgrade from 6.0 to 6.5, but I can't remember if I have to download something else other than 6.0 and the 6.5a patch. It's been while since I last did this.

Any ideas?

Either:

-The game is not properly licensed.
OR
-You ARE NOT installing it into the proper directory.
