A question about talent ratings

I hope someone out there can help me with this question, which might be a pretty elementary one for someone who's been playing OOTP for a while.

I know that players' talent ratings decline as they age. Is it possible for a young player's talent ratings to improve, or is it that when a player imports/debuts, his talent scores are as high as they're going to be? I also know that players sometimes "overachieve" and end up with actual ratings that are higher than their talent scores, of course.

I'm a GM in two online leagues that don't use scouts, so I know the ratings I see are the ones the game is using.

If the league is set on "career" mode than players will develop and talent ratings will change as well. Some players will steadily improve, others will come out of nowhere, and others will suffer a rapid decline after a season ending injury, etc...

A young player's talent ratings may move up or down or stay the same. Players are always subject to random talent rating chages.

Is there any way to help them develop higher talent ceilings, or is it more random than anything else?

Honestly, it's pretty random. You coaches and their skill levels can come into play, though.

In over three years of playing, I've never seen someone's talent ratings "steadily improve". His current ratings can, but talent?

As for talent, yes they can go up and you should see a note in your player development page mentioning that the player got better in one or several categories. Same thing will happen if the talent goes down, a note should be on your player development page. The up or down movement of talent occurs suddenly many times is fairly significant (such as 60 going up to the 70's or 60's dropping into the 50's or 40's). Current ratings on the other hand gradually go up or down over the course of a season and many times are small increments but can be large. These are not noted on the Player Development page unless you get the rare "Joe Ballplayer takes his game to the next level" in which case you'll see current ratings in nearly every category shoot up and many times go above what his talent says.

I concur with Iatric's comments. When changes are mentioned on the Player Development report, in my experience it usually denotes a change of 15-20 points on a 100-point scale.
