E License

I just bought a new computer and when I was trying to put it on the new computer it says "error code 11 - There are no licenses available for this order ID" It says Ive installed all the licenses to the product. Whats going on? Have I reinstalled it too many times? Do I need to contact e license because it goes on to say that I need to contact the merchant.

Help! I want to play OOTP 6.5 but I need to put 6 on my computer first!
