The North American Players League opens its doors!

Somewhere in North America-Today on June 13, 2005, The Prodigy announced his New league, The North American Players league. The premise of the league is to have the people who join the forums be the players themselves. The Prodigy is said to have said "(It's) a very fun idea. Granted, it's been around for a while, it's still fun to be in."

When asked about certain features that his league has, he had to say this: "I've been in many leagues, some great, some not so great. But both of the types of leagues have influenced me into making the NAPL the way I have. Certainly, the league is not finished. It probobly never will be, when and if new players and new personalities influence the league. But, right now, I believe it has a solid foundation to be a great league. I've brought into play a very realistic system of ownership of teams. But this was one of the things that got influenced on me by a couple of leagues. I love that idea, so that's why I am instituting it. But, I tried my best to make it as unique as possible. Another feature that I have made is the "Arbitration Council". This created 5 jobs for non-league Officials. This will keep players more into the mix, by solving disputes between certain parties. This will be all player run, no GMs, no players rep, and no Commishes will be a part of the council. But in the rare case the council cannot find a verdict, the case will go to the Commissioners."

The Prodigy didn't say anything more about certain features of the New league, but he did hand us a drafred Constitution that he created over the past couple of months. He has given us permission to share it with everyone. And without further delay, here is the Constitution:

THE NORTH AMERICAN PLAYERS LEAGUE GENERAL INFO:

MAIN INFO
>The league is a player’s league. Which means, the people who sign up are the players themselves. Upon registration, the person will create their player in the player creation forum.
>The Commissioner(s) will not ever partake in GM duties, as it conflicts in the interest of the league.
>The league is set up in 2 leagues, 4 teams in each. Both will have the designated hitter enabled.
>A person can be the following things: Owner, General Manager, Manager, member of the Arbitration Council, an agent or the Players Rep.
>Responsibilities of the Owner:
>You are the owner. You are the big boss. You are out in the NAPL mainly to get money. But, you can either be a strict owner, where the you demand your GM to follow a strict budget, or you can be a lenient owner, who will give your GM some leeway in the budget in order to win
>You have to stay in the black. If you land in the red, you will be forced to sell your team. All of the debts will be handed off to the new owner of the team.
>As an owner, it is imperative that you must stay active. If you don’t, and don’t post all year, the league will repossess your team, and sell it to the next owner. In this case, the debts incurred don’t pass along to the new owner. Any debts will be on your hands. The debt will disappear. If you feel you have been active, take your case to the Arbitration Council. They will then decide your fate
>The owner cannot be a GM as well. You have to hire a General Manager. And you have to approve a signing of a manager by the GM.
>If you buy a team from an owner, you have to wait one full season before you change the front office. Once the seasons over, you can find a new Front office.
>An owner has to have a justified reason to fire a GM. You can’t fire someone because you don’t like him. If the GM feels like he’s been fired for this reason, the GM can bring it upon to the Arbitration Council and try to prove their case. The Penalties vary from offenses (if found guilty)
>1st offense-$1 Mill Fine
>2nd offense-$2 Mill Fine
>3rd offense-Repossession of the team
>You will pay for relocation and stadium building. (guidelines of this will be posted later on)
>You can’t be the rep, and an owner/GM/manager/Arbitration Council member at the same time

>Responsibilities of the General Manager and managers
>GMs-You are the man who makes all the personnel decisions. You trade, sign, and release players. You can even hire a manager. But to hire a manager, you will have to gain the owners support.
>Under No Circumstances can you decide to sabotage a team. If the owner thinks you have sabotaged his team, he can take it up in the Arbitration. If found guilty, you will pay damages to the owner and you will be banned from being a GM/Manager for 2 seasons.
>Managers- You create the lineups, strategies, and rotations, of your team. You do not export your lineups to the league, You send them to the General Manager, who then in turn exports your lineup.
>GMs-If you hire a manager, you have to honor his lineups and rotations. If they are different from the managers for three sims in a row, the manager can receive up to a mill in extra pay, and the manager has the option to leave the team, without any financial obligations.
>GMs-You will determine which days are promotion days. You cannot give this obligation to managers.
>You can’t be the rep, and an owner/GM/manager/Arbitration Council member at the same time

>Responsibilities as a player
>The obvious, sign contracts.
>At this point in time, we do not allow holdouts. Mainly, so we can have a strong foundation. At a later time, we may allow them
>If you have an NTC, you must waive it in order to be traded. You have 72 hours to waive it. If you don’t, it’ll be waived automatically
>(Not an obligation) Write articles for the NAPL, which may appear in the monthly NAPL Magazine.
>Responsibilities as a Players Rep:
>Represent the players as a whole. You cannot pursue your own interest. You have to work with the Union itself.
>You can’t be the rep, and an owner/GM/manager/Arbitration Council member at the same time.
>You may not call for a player strike.
>The Players Rep will be chosen during the off-season. There will be an election every year.

>Responsibilities as an Arbitration Councilman:
>You can’t be the rep, and an owner/GM/manager/Arbitration Council member at the same time.
>You bring make judgments on cases brought towards you, in a fair manner. You cannot hold a grudge towards any party, and likewise, you can’t be in favor of one party over another.
>You will nominate yourself, but it won’t be first come first serve. If interested, send in an application to either Commissioner and the commissioners will decide if your application is good enough.
>If the council cannot reach as verdict, it will be passed to the commissioners to make the decision.
>There will be 5 council members in the council

>Responsibilities of an agent:
>As an agent, you represent any players that come to you. By representing them, you are ensuring that player to get the best contract offer as possible, but also not bankrupt a team.
>For every person you represent, you have to sign them to a contract. A Contract consists of number of years, Termination fee (Which will be at most 2 Mill) and how much out of the players salary. An agent has to eat, ya know. (The max of % will be 10%)
>And any agent can not hurt any other agency.
>There may be Large agencies with many agents.

>The constitution may change at any time.

The Prodigy had something else to say. "I'm really excited about this league, I think it has the potential to be a great one. I'm hoping to see people signing up, and enjoying the league. If somethings wrong, I'll listen to my players. I'll try to make the league better by it. I will never ignore a suggestion."

Also, we are in need of 8 preliminary GMs. It'll probobly be a couple of seasons before anyone can buy a team, so you should be able to prove your worth in those seasons to potential owners

Seeing as I can't make a website at all, I'd rather just have the OOTP reports up than a terrible template. I mean, If I could find someone to make me a free website, I would make one. But I don't know anyone who would be willing to do it for free.

And anyways, this is a players league. It's not as a required as a regular league. I've been in players leagues that didn't have a homepage, but still thrived. A homepage does not show how great a league is. You don't judge a book by it's cover.

The NAPL will now feature a monthly magazine, headed by Pat. He'll be hiring Staff to write the columns, and after every issue, The NAPL will give the staff 500K to split equally
