When it is up to Markus releasing the game the average is May 18th. We will likely see the game released earlier than the latest one of these dates.

It is now posted as release date June 20 for pre-orders and June 22 for Public Release.

As to previous release dates - we had OOTP 6 and then 6.5 .... OOTP 7/8 was SI .... OOTP 10 was late , then with updates so late some online leagues did not change from 9 to 10. ... then OOTP11 was released and some online leagues did not update due to haveing just switching to OOTP 10 - but OOTP 11 was released in March now we again get the delays (which may effect some leagues switching over (to either 12 or 13)).

The game will be well worth the wait, but unless the established online leagues make the switch the overall enjoyment from 12 (or 13) won't be there. And how many online leagues will switch to 13 from 12 after 5 to 6 months ?

Believe me: Online Leagues will make the switch to OOTP 12. Andreas did some amazing stuff to make the life of Commishes and GM's so much easier. I run a daily OOTP Online league for 7 years (back in the OOTP3-6 times) and I would loved that stuff back then.

I think you're underestimating the short turnaround between 12 and 13. I, for one, am now thinking about waiting on converting. Most people don't immediately convert. Given the June 20 release date, those who wait for a patch or two would be looking at August or later on converting. That's getting into the 'slow' time for OOTP leagues as far as ownership additions with baseball season ending. I am definitely not going to convert that late in the year (if my owners vote to convert) and then a few months later, v13 comes out.

Iotp isn't holding OOTP back. What holds OOTP back is the fact that Markus only cares about the opinions of certain people. It's like what was mentioned in 3d thread. You have a small group that gets what they want for their loyalty and everyone else can jump off a bridge.
