If he's currently being used as an RP (strictly bullpen) he has far more potential in that role than he does in the SP role that he was scouted as.....

Now that I am really focusing on the scenarios that I've seen similar issues, I think there is a chance it is always when there is a position change from the last time a scouting report was issued..... My guess is your guy in question, given his "strictly bullpen" current role, is probably set as an RP - hence the bigger potential.
But he's not. He's a 17 year old player in the draft pool that was revealed about a moonth ago (game time of a month). revealed early June as a SP, it's now July 5th and nothing has changed. Still shows the discrepancy. His ratings are all the same on the two pages, it is just the number of stars that differs.

Just revisited this post. I'm sorry there is a bit of frustration in the conversation it seems. I get it though because the example I gave in the original post does not make sense.

This league has no scouting, so we have 100% scouting accuracy. The game timeline has advanced a few months since my post and the player still shows identical ratings in the profile range and the scouting page, BUT he still is considered 4 stars in the profile and 1.5 stars in the scouting tab.

Seems to me that the consensus is that the star discrepancy is irrelevant and I should look only be considering his ratings when I decide whether or not to draft him.

I'm an expansion team, and I expect to get the chance to draft him. I don't want my first pick in the amateur draft to be a bust though, so that 1.5 star rating showing up there is what causes me to hesitate.

Could you please post screenshots of the player profile AND scouting report pages?

I posted something similar here;

https://forums.ootpdevelopments.com/...d.php?t=348969

Will just include the attachment,

same thing. I've deleted this save so can't look at anything else, unfortunately

at the very least the text scouting reports don't particularly make sense with a 39 potential

What is the actual game date compared to the date the scouting reports were filed?

When I first posted this people asked about the dates and the date the scouting page has always been the same date as the game date.

I see the same thing all the time as well. I've gone by the actual ratings themselves rather than the stars rating as I see a great difference sometimes that doesn't make much sense, even when I have scouting turned completely off, historical game and the dates of report match the actual in game date. Pretty sure it's a bug at this point since previous year's games didn't do this.

Well this is definitely one of the examples of this issue that I have been pointing out for years now. There doesn’t seem to be any rush to fix it that’s for sure. This is obviously a bug and it makes the user think that maybe the actual ratings are being displayed on one versus the other.

Either this can’t be fixed, or there doesn’t seem to be any will to fix it.

Would you even worry about the 1.5 star? Since it doesn’t seem to align with the ratings?

The point is...it's another loose end that's been pointed out numerous times over the years, and yet the problem persists. It's a question of OOTP not always being as polished as it should be.
