I'm an unemployed programmer, and you might be right if it was being built from scratch. The problem is whether how the database handles playoff games allows that, and if not, how much effort it would be to change it (potentially quite a lot).

The double-elimination format follows a standard and predictable sequence of games. It's really not any more complicated than a regular best-of series schedule in that regard. If OOTP can handle byes, then there wouldn't seem to be any inherent restriction preventing double-elimination other than the interest in adding them.

Playoff qualifiers determined by division rather than overall record, and showing separate division and overall records, would seem more an issue, in visual presentation if nothing else since game screens might well have to be redesigned to some extent to show both types of win-loss records.

They can find lots of people who can write code, and tons who can speak fluent English, but not enough people who can do both.
