I've got almost everything straightened out in the minors after several test runs but I'm having two big issues. Home runs in the GCL and New York-Penn Leagues are almost double the requested rate. I've drastically reduced the HR modifier in both leagues and while it helps some, it doesn't get close.

The sabermetric creation modifiers are the same across all leagues of the respective level so there isn't one league that has them higher than others. Ballpark factors seem to be normal.

The league hit 1,035 in the game

GCL
HR: 302
Mod: -3.500
The league hit 585 in the game
