in commissioner mode you can sign anyone and spend any amount of money no matter how much you have available.

All you have to do is extend your player to under his arb estimate for year 1, and then go hog wild in years 2 thru x.

For example
Budget: $250m
Payroll: $165m
Money for Extensions: $0

Player A: Arb Estimate $7,775,000

Offer the following
Year 1: $6m
Year 2: $13m
Year 3: $20m
Year 4: $22m

etc... and it'll work (but you'll end up ****ing yourself down the road as your negative balance reaches like 80mil+)

On Game Settings-Financials.Team Revenue Settings.Team Owner controls budget?You can set this to No,entire revenue available.This frees up a ton of cash.Of course it also frees up a ton of cash for the other teams.
