You have to reimport both the names database and the world database for the names to show up.

Followed every step. New MLB save worked. My imported fictional franchise from 22 does not. Here's what I see after importing again.

The new MLB save said there are 246 nations. My fictional league that I imported says there are 244 (both before and after re-importing the files), but only one ever shows up when I edit the nations for player origin, and it isn't even selected.

Not sure about the old file then, hard to say what it is. I've never seen that, but that's weird. I'd file a ticket with OOTP support and upload the .dat files so someone can look at it. Only other thing I'd consider is making your OOTP22 league a world template and then importing that into 23 or saving it as a quickstart and then importing that. But yeah something isn't working right.

Here's my experience:

If you download it and add it to the existing database, the update works, but nations no longer link to their flags.

If you download it and overwrite the old database, the game crashes.

Any way to make option 1 work without the flag deletions? That may be the safest route.

Separately, I've tried bringing in an Eswatini flag and doing so while following the required dimensions and file name format delists the country from the Explore World tab.

To make the eswatini flag show up, you just have to edit the SWA flag in the game to be ESH or whatever the abbreviation is for it, and when you reenter the game, it'll appear.

Yes, it works for all the versions of the game since the name files format changed. You just have to load it, OOTP will overwrite the names.xml file and default world.xml file every time the game gets updated, so you have to either redownload every time or you do what I do, and keep a copy of the modded files in the same directory so you an just reload them every time the game is changed.

Only impacts new saves not old ones (the game updates) but still.

exiting and restarting the game helps. after you import the two files, save the game and exit ootp.
after reloading the savegame, all flags are correctly linked again.
