I've done this (and seen the same issues) as well.

However, I have not finished a season with .15/.17 yet - it supposedly fixed the issues on its own. Looking forward to seeing the results.

I also just started a fictional league with .15/.17 using feeders. My initial feeling is the tweek didn't go far enough. I will post my experience after I have played a few years. I would be interesting in hearing your results.
