cbbl has it right.

When you are the commissioner, there are basically 3 ways of operating:

1. As JUST the commissioner. Don't touch any teams, just sim and enjoy the results. (Not really what we're talking about here.)

2. "Acting As" a team manager. Select a team from the Act As drop-down. This gives you temporary control of a team, but isn't really intended as a long-term control option, for various reasons. Typically, you'd use this, for example to force a trade between two teams, and then you'd go back to not Acting As anyone.

3. As both commissioner and full-time manager. To do this, go to the Available Jobs screen and apply for any open job. You are now the actual manager of that team, and behave pretty much exactly as any non-commissioner manager, only with all of the special commissioner tools at your beck and call.

Does that make sense?

Zekester is correct, in 2007 you *can* hire yourself as a GM from Available Jobs page.
