The underline-A icon, as noted by Baseball-Birthdays.com previously, is not the Manage Attachments button. It is the text color button. The paperclip icon on the right side of the Smilies button is the Manage Attachments button. You must have pop-ups enabled in order to use the attach feature (at least on a Windows computer).
