Yup. Especially when it comes to RPs, the system from like OOTP 22 thru 24 had no relationship to how 20/80 works. If anything, it's an overdue adjustment that just feels like a shock because of how things looked before.

If you chose the option to have historical players drafted in Fictional leagues, even with the new patch, pitchers suck. Gerritt Cole gets drafted as a 2 1/2 star pitcher (the first pitcher taken in a 600 player pool draft) and improve to 3 stars by year 10.

International discoveries are developing nicely, but drafted historical players are miles behind.

Gerritt Cole was the first pitcher drafted in my first draft in a fictional league, yet he was taken 40th overall. After year 1 he doesn't crack the top 100 prospects yet he is the highest rated historically drafted pitching prospect. All other pitching prospects that are in the top 100 were international discoveries.

This patch certainly should have changed this. There are four or five development related changes. What are you seeing?

There's going to be a lot that goes into this. This entirely depends on the base talent levels of the non-historical players in a hybrid league like this. So if a historical player is coming in too low, it's likely that this might need to be adjusted in your league.

Now that being said, we've seen some reports that when historical players are imported, as opposed to coming in naturally as part of a full historical league, that their potentials are importing too low. So that's likely another part of the issue here.

This is on our list of things to look at for future patches, but I don't believe it's been changed yet.

One other thing to be aware of here is that one of the biggest changes was just boosting the current ratings of players coming into the league.

To really see the effects properly, you'd need to either start a new league, or advance a ways further in until the league generates more players with the higher current values. This wouldn't retroactively fix any young players already created with too low current values from the old patch. So they might still tend to develop slowly, even if some of the other dev fixes would still help here.

I've done ten-to-fifteen historical import drafts in fictional leagues, from all eras, and from the historical season (if i am in 1972, I am importing 1972 rookies). Pitchers are not being drafted in the first round at all. 24 Team leagues, or even 32 team leagues. When I fast forward 10 to 15 years of simmed results, historical pitchers are, at best, 3 stars (3rd, 4th starters). Does not matter if they are Cole Hamels, Carl Hubble, or Curt Schilling. All these pitchers get drafted as 2 or 2 1/2 star players. Prior to patch 2 - they were drafted as 4 or 5 star (potential) players, but would quickly drop after a year down to 2 or 2 1/2 star players.
