I usually start at http://www.weather.com
If that doesn't work, I go to my favorite search engine, type in the city/country and the word weather and see what pops up. You might also try http://www.theweathernetwork.com I found weather numbers for cities all over the world one day while looking, but didn't bother to mark down what websites I found it at, sorry. Also, you should probably post this on the appropriate forum. This isn't a technical support issue, it is more of a discussion issue.

I've always used WorldClimate.com ("always"? Yeah, the one time I needed weather data...
) to get this data. For instance, here is their Toronto-area page."Irregardless" of what source you use, you shouldn't need to edit any .dat files. You can just edit the ballparks within the game to give them appropriate temperature, rainfall and winds.
