Lack of Coaches/Scouts

I never have enough coaches or scouts to go round in my league - no team ever has all of their staff positions filled.

I play a fictional league that has expanded radically from 16 teams to 24 - is this a contributing factor to my problem?

Any help offered is appreciated.

Yep, they are not automatically generated when you expand you must create them.
