Email support@elicense.com and give them all your info (Name, email address, about when you bought the game). They will help you out there, probably within the day.

Also, if you check ootp.com, you'll find this:

How does eLicense work?

eLicense is a system for electronic software distribution, which was developed by Viatech Technologies Inc. It allows the customer to easily purchase software and licenses online and to pay with his credit card. This brings some advantages to you: no waiting (play it March 1st!), three licenses (you may play it on 3 PCs!), no CD-must-be-in-drive copy protection as many other games have, no problem with installing updates and patches, and, last but not least, OOTP online is cheaper than the previous CD version OOTP2, because we don't need to produce CDs and we have no sales- and shipping-processing!

Just download OOTP and execute the downloaded file ootp4setup.exe, which will install OOTP on your PC. When running OOTP for the first time, it will open a purchase-dialog, where you enter your name, email address and your credit card information. With these informations the purchase transaction will be carried out and you will get an order ID and the first of your three (!) licenses, which we will give you. The order ID is important, so print it and keep it in a safe place. If you lose it, contact Viatech. They safe all order IDs in their costumer's database.
You will never have to go through the purchase process again: next time when you start the game, the purchase dialog will not appear.
If you have more than one computer, you can install the game on a second and a third computer by entering your order ID and downloading the second and the third license. As usual it's strictly forbidden to share your licenses with others! You've got the three licenses only for your own needs and in case of loosing one of them.

If you get a new computer, if you have to format your harddisk or if you have to upgrade or delete your Windows system, first unlicense OOTP. With this procedure you increase the number of unused licenses at your account at Viatech's database.

If you have a harddisk crash one of your licenses might get lost. Normally you have two other licenses to use, but if they are all used, there is still no problem: just contact Viatech, give them your name and order ID, and they will check it out.
If you have any problems with your eLicense or with your order ID, and you don't find the solution on this site, please contact Viatech
If you're having any problems with eLicense, please visit the eLicense support site or contact Viatech. Their support site has an extensive FAQ, troubleshooting tips, and a form for email to eLicense Support.
