When do you sign free agents?
I played through a season with the Devil Rays and was looking forward to the offseason because I would have a chance at signing some big name guys to improve the club. However the draft went by, the Rule V draft happened, spring training took place and then it was next season! When did I have the opportunity to peruse all the free agents and try and sign some?

If finances are off then you won't have a FA period.
