My friend and I are looking to join a new league since our old one has become inactive. We are experienced OOTP players who have been playing since version 4. We are looking for an active league with a good commish and dedicated members. We are not averse to joining a league that is just starting.

Like Nick said, the WBF is only 1/3 of the way through their first season, but the initial set-up and season thus far has been handled as professionally as any I've seen. Nick (Allstar50) and the commissioner (Doug) have (collectively) spent 24 seasons in the TSTBL and have always carried themselves well. Give the WBF a look (link in my sig as well).

Beta Baseball (see signature) has openings. We use a different format than most leagues around, since there can bre up to three people running the same team (one actiing as owner, one as GM and one as manager). You mention that you and a friend want to join... if you want, you can both run the same team and hold different positions on your team, I know that's what a lot of friends do upon joining Beta Baseball.
