Differences in scouts

I did a quick search and couldn't find the answer to my question, but please forgive me if it's been asked before.

Anyway, I was wondering if the following was true in OOTP6 (or any version of the game, for that matter):

My scout is Legendary when it comes to hitters. He sees SS Joe Schmo on another team's roster as a 3.5-blue-star player. On the "Top 100 Prospects" list, though, Schmo shows up as a 1.5-blue-star player because that list is "by an average league scout."

If I want to trade for Schmo, does the computer consider him a 1.5-blue-star or a 3.5-blue-star prospect? I imagine the new trading AI settings mean more than the scouting reports, but I was just wondering if differences between scouting reports really mattered, and if so, how much?

Schmo's value in reference to the trade is based on HIS team's scouting report.
