He will starter a the "%=percentage" of the time you put beside his name in place of #5 starter.

It's a position I only fill on the minor league levels to get prospects work.
If the guy isn't good enough to start in the five man rotation at the major league level I will not use him as spot starter. If there is a dtd injury to a starting pitcher, I'll simply skip the injured pitcher's spot in the rotation and have the next pitcher in the rotation take that start. On a side but related note, Earl Weaver was asked why he used a 4-man rotation in 1971 when his four pitchers each won 20 games (quick-name them). His answer was that he only had 4 good starters. When he was forced to use a fifth starter, the combined record of those pitchers was below .500.
