OOTP 27 randomly crashes on startup (black screen, c0000005) - Intel UHD 620

Hello,

I am experiencing a random startup crash in OOTP 27.

### System Information

* OOTP 27.2.60
* Windows 11 Home (Build 22621)
* Intel UHD Graphics 620
* Graphics Driver: 23.20.16.4849 (Driver Date: 2017-10-27)
* Steam version

### Issue Description

The game sometimes launches normally, but very often it crashes before reaching the main menu.

Typical behavior:

1. Launch OOTP 27 from Steam
2. A black screen appears
3. The game exits without reaching the main menu

The crash is random:

* Sometimes it crashes immediately
* Sometimes it launches successfully
* If it launches successfully, all game functions work normally
* The game can be played, saved, and exited without issues

### Things I Have Already Tried

* Reinstalled OOTP 27
* Verified Steam game files
* Deleted and regenerated the OOTP user folder
* Ran as Administrator
* Disabled 3D mode
* Disabled OpenGL mode
* Reduced FaceGen settings
* Disabled online features
* Disabled news loading from server
* Removed Fasoo DRM software
* Tested the public_beta branch

None of these changed the behavior.

### Event Viewer Error

Windows Event Viewer consistently reports:

AppName: ootp27.exe
ModuleName: ootp27.exe
ExceptionCode: c0000005
FaultingOffset: 0000000001e4c11b

The faulting module is always ootp27.exe itself, and the fault offset remains the same across crashes.

### Additional Information

* OOTP 24 runs normally on the same machine
* The issue has existed since the first installation of OOTP 27
* No crash logs are generated before the crash occurs
* The crash appears to happen very early during startup

Has anyone experienced something similar, especially on Intel UHD 620 systems?

Any help would be appreciated.

Is it saying “crashed_on_startup” flag is set? It is happening to me right now. It happened a few weeks ago and somehow I got it to work properly but I don’t remember how.
