Live start - teams releasing players on rehab IRL

Doing a live start and teams are releasing highly-rated players who were assigned to the minors to start out (bc of rehab assignments). It looks like CPU teams are just releasing them instead of calling them up.

Not sure if there's a workaround outside of making sure they are on the 40-man? I reassigned them. I gave them all minimum salaries because I assume the teams just ate the contracts(?)

Yeah, this is a bug I had thought we fixed, but looks like we need to take another look.
