"High School" Feeders Only

Has anyone created a feeder league system with only high school level leagues? If so, how many clubs are needed to fill the draft in proportion to the parent clubs?

Feeder clubs will be "Academies" not high schools in the world's canon. All players entering the draft will be 18 and the feeder clubs will be all over the world in proportion to major league averages so that the IAFA creation mechanisms aren't used.

I want all players to enter the league on relatively equal footing. If anyone has any better ideas than this, I'd be happy to hear it.

The equation on # feeder teams needed is what I use in my world. It is a similar setup to yours.
