Just how reliable and skilled.....?

Just how reliable and skilled are the managers and GMs? I like to hire a manager to take over the team in game and let the GM handle everything except trades, free agency, drafting and hiring/firing managers and coaches. Those four I do myself.
Can the assis. GMs and managers really be relied on to make firm, smart decisions for what they were hired for?
