The word " eligible " is being read wrong. In this case, it means the player has the basics to qualify for the PPI, not that he has been awarded the PPI.
IE he is on the original team and has not reached the threshold of games. Look at ineligible players, and it will tell you why.

Where is the eligibility located? Even though it’s not operational I’d like to be able to find it, and although I’ve seen people talk about it before I’ve ever actually seen it.
