Playoff Teams Eligible for Draft Lottery?

I have a question about the Draft Lottery. Here are the final standings of an online league from last season:

As you can see,
Houston 84-78 was an AL wildcard
Cleveland 85-77 won AL Central
Chi Cubs 86-76 missed the NL playoffs
Arizona 87-75 missed the NL playoffs

MLB rules state that non-playoff teams are eligible for the lottery. So I expected this:
17. Chicago
18. Arizona
19. Houston
20. Cleveland

Instead, the game just inverted the order of finish leaving 2 playoff teams eligible for the lottery:

17. Houston
18. Cleveland
19. Chicago
20. Arizona

And, naturally the reason I'm asking this question, the 18th-place team moved up to the 5th spot in the lottery. So now we have a playoff team drafting top 5.

I don't see an option to rank the draft by non-playoff teams ahead of playoff teams. Is this just the way it works in OOTP?

Two quick questions to inform those that may have answers, where were Houston & Cleveland drafting last year and did they sign their first round pick (such that these are compensation for not signing the pick of last year)?

We have draft pick signings turned off so everyone is auto-signed. This is just their normal picks coming up ahead of non-playoff teams.
