Finnish/Czech Teams Can't Complete a Transfer

I have been playing as Finnish and Czech teams in my new career thus far and whenever I try to acquire a player through transfer, after the team accepts my cash payment and I go to "finalize" with the player, the player in question always says "I'm not interested in negotiating"...every single time. I've probably tried 15 to 20 different players now (in my 4th year). I feel like my transfer budget is wasted money.

This was reported as an issue back in 2023 and the devs said they would look into it.

I just tried it and was able to transfer and sign players with Turku. Which teams were you playing as, and can you tell me some of the players you attempt to acquire? A save would probably also be useful.

I'm currently playing as SC Marimex Kolin and was playing as JHT Kalajoki during the first 3 years of my career. I don't remember the names of the players that I was trying to acquire. There were quite a few over the last several years. The team would accept my transfer fee, but the player always refused to negotiate. I uploaded my save as "getheroff save". This is also the save where I am currently stuck because SC Marimex Kolin's parent teams have sent 24 players to my team, none of which are goalies, which leaves me unable to play any of my own players and also unable to advance because I am only able to have 1 G on the roster (because the roster limit is 25)...thus leaving me unable to have the required 2 goalies to play games. It would be greatly appreciated if you could address this issue as well, as I am currently unable to advance my game. I initially wrote about this more pressing issue here:

Any luck finding bugs in my save file? It's frustrating not being able to make acquistions from other teams...
