what does this setting do?

does anyone know what the setting "foreign players become FA on contract end" setting in financials game setting means? What does it specifically do? I thought all players become FA's on contract end?

I reckon it removes the control years of auto-renewing and then arbitration contracts, since that foreign player is a "rookie" but not a "rookie" per se.
